The satellite has dimensions of 5.5 meters in length, 2.5 meters in diameter, and spans 9 meters with its solar arrays fully deployed. It was manufactured by NPOPMR for GPKS, with a dry mass of 1,900 kilograms and a launch mass of 2,005 kilograms. Equipped with one (+1) UHF transponder at 200 W and C-band uplink capabilities, EKRAN 21 is powered by two deployable solar arrays and batteries.
