Launched on November 6, 1998, from Vandenberg Air Force Base's SLC2W using a Delta 7920-10C launch vehicle, it has dimensions of 3.5 meters in length and a diameter of 1 meter with a span of 5 meters. The satellite has a dry mass of 556 kg and a launch mass of 662 kg. It is powered by two deployable solar arrays and batteries.
