Launched on December 8, 1997, from LC36B at AFETR (Air Force Eastern Test Range) aboard an Atlas IIAS launch vehicle, it stabilized in orbit the following day and has a mission lifespan of 15 years. It is equipped with 32 Ku-band transponders, two deployable solar arrays, and batteries for power supply. The satellite measures 4 meters in length, 3.2 meters in diameter, and spans 26.2 meters when its solar panels are deployed. Its dry mass is 1962 kilograms, with a launch mass of 3558 kilograms. The shape of the spacecraft is described as "Box + 2 Pan," and it has an RCS (Reaction Control System) area of 24.9519 square meters.
