It was launched on August 31, 1993, from the PLMSC launch site using a Tsiklon-3 rocket from LC32/1 pad. The spacecraft uses the SP-1 bus configuration with dimensions of 4.5 meters in length and 1.4 meters in diameter. It has a dry mass of 1,500 kilograms and carries equipment including TV, IR, SM, and RMK-2 systems for meteorological purposes. Power is provided by two deployable solar arrays and batteries.
