Built by RCA and owned by AFSD, it uses the TIROS-N Bus configuration with a Block 5D bus design. The satellite measures 6.9 meters in length and span, with a diameter of 1.5 meters and a dry mass of 773 kilograms. Equipped with deployable solar arrays and batteries for power, its mission is meteorological observation. It was designed to operate for five years but reached an operational life of 22 years, making it the 14th longest operating satellite in its series. The spacecraft uses a Star 37S motor and has a box + pan shape with a radar cross-section (RCS) of 3.5984 square meters.
